The Punjab government has directed all private housing societies to digitize and upload their complete property transaction records to the Housing Society Management System (HSMS) by August 31, 2026, as part of a broader initiative to improve transparency and strengthen property ownership documentation.
According to an official compliance notice, the issuance of Property Certificates for property transactions has officially begun. The certificate will serve as the legal proof of ownership for properties in both public and private housing schemes across Lahore.
All private housing societies have been instructed to upload their complete purchase and sale records to the HSMS before the deadline, enabling a centralized digital record of property transactions.
Officials said the new system aims to increase transparency, curb fraudulent property dealings, and provide a more secure mechanism for verifying ownership.
The Property Certificate will be integrated with NADRA records, digital mapping systems, and the e-Registry platform to ensure stronger and more reliable ownership verification.
The government warned that housing societies failing to comply with the August 31 deadline could face legal action under the Lahore Development Authority (LDA) Act, 1975.
Possible enforcement measures include the sealing of society offices and the registration of legal cases against the management of non-compliant housing schemes.
The Punjab government added that several private housing societies in Lahore have already completed the transfer of their property records to the HSMS, while the remaining societies have been instructed to complete the process within the stipulated timeframe.
